V M Salgaocar college of Law is established by Devi Sharvani Education Society, registered under the Societies Registration Act 1860. V M Salgaocar college of Law was founded by Late Mr. V. M. Salgaocar, an industrialist and philanthropist of Goa, for the people of Goa aspiring to obtain a Law Degree.
V M Salgaocar college of Law earlier known as Mahadevrao Salgaocar College of Law was started in the year 1973 with the generous donation from its founder Late Mr. V. M. Salgaocar who named the college in the memory of his father Late Mr. Mahadevrao Salgaocar. In the year 1997, as per the decision of the Governing Council, the name of the College was changed to V M Salgaocar College of Law. The Governing Council of the Devi Sharvani Education Society, under the auspices of which this college functions, is privileged to have the able guidance of Mr. Shivanand V. Salgaocar and Mr. Dattaraj V. Salgaocar, the President and Vice-President respectively, of the Council and who share the visionary zeal of their father, the founder of the Society and this College, Late Mr. V. M. Salgaocar. Mr. M.K. Kavlekar, Secretary; Mr. Oswald Athaide and Dr. M. Pinheiro, Principal are the other members of the Council, striving to carry forward the torch of enlightenment, lit by our founder.
V M Salgaocar college of Law offers two degree programmes. A three year degree programme for persons who are graduates in any field and a five year honours programme for persons who have completed HSSC or equivalent. A post graduate degree programme is also offered in either criminology or human rights. V M Salgaocar college of Law is also a recognized research centre for the Ph.d in law. A certificate course in civil law is conducted annually from January to February in association with the faculty of law, Lisbon University. The course is of six weeks duration, and a senior faculty from Lisbon takes class for each week.
Diversity plays an important role in student learning. V M Salgaocar college of Law has students from the length and breadth of Goa. In addition, there are a number of students from different States in India and across the globe. This wide array in terms of students coming from diverse social, linguistic, economic backgrounds, religion, and even ethnic origins, broadens students’ perspectives and provides them with better personal development. Students enhance their knowledge of the world as it really is. Diversity in VMS College is also seen in terms of the different academic and extracurricular programs conducted throughout the year in the College.
V M Salgaocar college of Law firmly believes that students learn by doing. Hence in addition to developing inter personal skills, they are provided with an atmosphere conducive to develop and improve their organizational skills and abilities. To introduce students to the world of computers and information technology, the Cyber Society of the College was inaugurated in September 2000. The desired outcome of the Society is that students should be able to access global information in all its myriad forms to supplement class- room learning, which at times becomes only subject based, due to various constraints.
Library of V M Salgaocar college of Law plays a very crucial role in any academic institution and more so in law institutions. The present library building was inaugurated by Hon’ble Justice K G Balakrishnan, (Judge, Supreme Court of India) in the year 2005. The library committee is constituted with 4 members who constantly meet to discuss various issues relating to the library. Books are ordered every semester by the faculty and the committee in order to upgrade the books on all the subjects. Library consists of 16,500 books apart from legal journals and periodicals. Library subscribes 33 journals, 10 news papers and 4 magazines. The utility of the library depends upon the user friendly system followed by the library staff. As per this requirement the library provides for Open access system. The library has a link with Goa University library and goal net which helps in finding out the books available in university library and constituent college libraries. The college has a full fledged placement cell with two faculty members in charge. Placements have been conducted in association with MINDCREST and WIPRO. V M Salgaocar college of Law trains students in moot courts, client counseling, trial advocacy, consumer clinic, prison clinic and negotiations. Clinical legal education is imparted. College has seven full fledged law clubs. V M Salgaocar college of Law has its own Law Journal titled ‘Lexpressions’. This Journal contains selected research articles from eminent legal experts all over India, from the faculty and also from the students. In addition, several publications, such as a textbook on Women and Law are currently ongoing.
V M Salgaocar college of Law has formulated a unique system of Law Clubs in order to facilitate creativity, awareness, and interest in current issues in various legal fields. The Law Clubs were started in the year 2005. There are 7 Law Clubs initiated by the V M Salgaocar college of Law. Each Law Club is headed by two faculty members. The student’s membership for the Club is optional. The Club activities help to sensitize students about current happenings, through debate, discussion, poster making competition, quiz competition etc. They provide opportunities to its members to get together and share ideas, and develop their knowledge of law in practice. Every Club has an allotted space for the wallpaper on which the Club members, every week, display information on various issues relating their area of operation. The few highlights of the Club activities are, the consumer cases filed by the students of the Consumer Law Club; Right to Education Act Colloquium by Constitutional Law Club; Legal Spectrum Kaleidoscope – An Inter-Law Club Research Endeavour by the Human Rights Law Club, and Industrial Visit Colloquium by Labour Law Club.
