The Government of Orissa under the Section 32 of the North Orissa University-NOU Act, 1989 (Act 5 of 1989), established the North Orissa University and notified vide notification No. 880 dated 13th July 1998. North Orissa University-NOU is included in the list of Universities maintained under section 2 (f) of the University Grants Commission Act 1956, to impart higher education in the Tribal base area of Northern Orissa. The jurisdiction of the North Orissa University-NOU extends over two districts, Mayurbhanj and Keonjhar. There are 80 affiliated colleges, both general and professional, catering to the demand of higher education.
Baripada, the district headquarters of Mayurbhanj Orissa, is a land of famous Ambica Temple , enriched with green forests bristling with colourful wild life, rich in art, architecture and sculpture, is also known as birth place of CHHOW DANCE. The wildlife enthusiasts and nature lovers paradise "Similipal - National Park & Tiger Reserve" is situated 25 kms from North Orissa University-NOU, Baripada. Also Debkund, the picturesque waterfall, Bhimkund, Khiching, the place of piligrimage are very nearer to it.

Undergraduate courses such as Bachelor of Arts, Bachelor of Commerce, B.Sc (Med, Non-Med, Bio-Tech), BCA, BBA & Graduate courses like M.Sc IT, M.Sc IT (L.E), and PGDCA etc. North Orissa University-NOU was established with the objectives of providing quality professional education to all section of the students. With the advent of liberalization since 1991, the central and state Government are seriously reviewing and evaluating in the state of Higher Education especially in emerging fields. There is a mark shift in Government approach from regular campus higher education to Higher Education through distance learning mode. Most important aspect is the introduction of various professional.
Courses in distance learning mode to generate additional resources keeping in view the recent trends in the Indian industry. In this connection, the Department of Higher Education, Govt.of Orissa and the University Grants commission have advised the North Orissa University-NOU to generate additional resources by offering distance learning courses and self financing courses, etc.
All the courses provided by the North Orissa University-NOU will be conducted under Off-Campus-Distance Learning (OCDL mode). Under such learning mode, the student will be given education through Study Centers. However, the students may join the Study Center for acquiring necessary skills.
The Central Library of the University was established in the year 2001 and is now housed in an elegantly designed building located in a lush-green serene environment adjacent to the main administrative block of North Orissa University, Takatpur, Baripada. The library caters the need of students, teachers, researchers associated with the North Orissa University-NOU and intelligentsia and cultured classes of North Orissa. The library was established as a centre to advance knowledge in the fields of non-conventional subjects relevant to this part of the state such as Tribal Studies, Wild-life & conservation Biology, Remote sensing & GIS, conventional subjects such as Botany, Chemistry, Physics, Zoology and Economics and some socially relevant and economically viable courses such as Biotechnology, Bioinformatics, Environmental Management & Technology, Computer Science and management and LLM.
North Orissa University-NOU has a well-equipped Central Computer Lab with centralised A/C. It has 60 PCs connected with 'A' class networking. The University runs three hostels (two ladies and one gents) for the accommodations of outstation students.
